Lure is an enchantment to a fishing rod that decreases the wait time for catching something. You have to note that this enchantment can increase the rate of something biting the hook while you are fishing. Specifically, it decreases the wait time for something to appear (by 5 seconds per level). If commands are used to increase the enchantment level beyond 5, the wait timer does not start and fish do not bite.

With the default loot tables, this Luck of the Sea enchantment increases chance of treasure catches (by 2% per level), while greatly lowering the chance of “junk” catches and slightly lowering the chance of fish catches. If commands are used to increase the enchantment level beyond 84, nothing can be caught when a successful reel-in happens.
UNBREAKING

For most items, there is a chance that using the item reduces durability. On average, tools last level+1 times as long. For armor, chance reduction reduces durability, meaning each durability hit against “unbreaking” armor has a 20%/27%/30% chance of being ignored. On average, armor lasts 25%/36%/43% longer. After durability is reduced by the multiple points, so Unbreaking enchantment is applied for each point of reduction. For your information, the maximum level for Unbreaking enchantment is level 3.
